New drone regulations in effect from September 2015

To fly drones, you will need to take into account the new rules issued by the Enac, valid from September 15, 2015.

The technicians of the National Civil Aviation Authority have returned to dealing with drones, partly rethinking the series of regulations governing their use.
In fact, a review of the previous regulations from 2013 became essential, and therefore a sort of update was carried out, taking into account the current technological developments and the most frequent uses of these devices.
The first major new development to consider is the fact that ENAC has decided to give the green light to flights over cities and, more generally, over populated centers.
There are two fundamental conditions: that the drone is used for professional purposes and that it is not used in the case of processions, demonstrations, and – more generally – on the occasion of “gatherings of people” and “congested areas,” as stated in the regulations.
In these latter specific cases, to be able to carry out the flight, explicit authorization from ENAC and competent authorities will need to be requested.
Another new development is that drones can be used for the transport of goods, even dangerous materials. In this case too, ENAC authorization will be indispensable.
Among the various new clauses, the new regulations also mention drones weighing less than 300 grams (measurement to be taken at takeoff): these remotely piloted aircraft can, from September, be used without obtaining the appropriate certificate and can also be used in critical situations.
Finally, an important indication is also given to aeromodellers: the flight must respect precise spatial limits. The drone can be flown within 200 meters horizontally and at a maximum of 70 meters vertically.

Obviously, excessive proximity to buildings, infrastructure, utility poles, antennas, etc., must be avoided and – to conclude – one must remain at least 5 kilometers away from airport areas.
